Council-issued Penalty Charge Notices follow a statutory appeal process — informal challenge, formal representations, then an independent tribunal.

Private parking charges from car parks are contractual. You can appeal through the operator, then to POPLA or the IAS depending on which trade body they belong to.

Never ignore court paperwork — a claim form left unanswered can turn a £60 ticket into a CCJ with added costs.
